Residents on Herold Ranch Road may be able to drive home over river rock hauled in by County Public Works Crews Friday-- after weeks of water standing in their way.

“It's ugly,� said Lucinda Andreani, director of the county flood control district.

The city expects to spend $6-$8 million a year on stormwater operating, maintenance and debt service costs alone, then roughly another $50 million in capital improvements over five years.

Flagstaff's stormwater workers are staying pretty busy lately.

The public discussion of the stormwater fee adjustment will continue through Feb. 14.

There are still a few obstacles to get over -- including consent from the flooded residents.
