Flagstaff moves forward with aggressive stormwater fee adjustment to fund flood response

Protect The Neighborhood

Firefighter Kate Williams from the Flagstaff Fire Department works to reinforce a sandbag berm in front of homes on West Stevanna Way in July of 2022 to keep floodwater out of homes.

After years of fighting back rising post-fire floodwaters, the City of Flagstaff Stormwater Department will raise its fee to meet demand.

Rates will rise 12% annually over the next five years, taking the current rate of $3.74 a month per property equivalent rate unit (ERU, or 1,500 square feet of impervious surface) to $7.38 a month by January 2028.

This compilation of videos from photographer Rachel Gibbons shows the various effects of heavy rain throughout Flagstaff, causing flash flooding in some areas.

Floodwaters from the Museum Fire burn scar flowed down the Schultz Creek Drainage for the second time in five days. This time the flood waters overtopped Highway 180 leading to the closure of the road for more than an hour. Residents of West Stevanna Way saw their culdesac turn into a lake as rivers of floodwaters swept around their houses. Despite deep frustrations the neighbors all worked together reinforcing sandbags to protect each other’s houses with neighbors taking sandbags from their own properties to protect the homes of neighbors when it seemed that the sandbags were needed more in a different location. Frank McCormack, in orange shirt, worked with the help of Flagstaff Fire Department firefighters from Station 5 to build a sandbag berm to channel a river of floodwater past his home.
