Spotlight on Climate: Breaking the gridlock in northern Arizona's solar energy economy

Driving north on Highway 89, I saw afternoon sunlight glinting off an array of ground-mounted solar panels. They glistened atop our new March snow, confidently tilted to the south, collecting the earth's most abundant resource at peak production.

Hmmm, it’s not a 400-acre solar collection site like Google uses to power its data centers. These panels are too densely clustered to support agrivoltaics... This setup suggests a local microgrid, a 500-700-kilowatt facility that could power between 60 and 80 homes. Since Arizona Public Service (APS) does not permit independent solar projects to sell excess power back to its grid, this solar array must belong to them.
